Cantonese has six tones, or nine, and both answers are correct
The disagreement looks like a factual dispute and is not one. Three of the nine are the same pitches on syllables ending in a stop, so whether you count them depends on what you think a tone is.

"Cantonese has nine tones." Also "Cantonese has six tones." Both figures circulate in course pages and rankings, often as an unexplained range rather than two counting conventions.
It reads like one of those facts somebody got wrong. It is not. Both numbers are right, and which one you use says something about what you are counting.
What the extra three are
The Education University of Hong Kong's Cantonese corpus states the position plainly: there are six tones, and others list up to nine or even eleven. The extra three all come from the entering tone of Middle Chinese, which appears on syllables ending in /-p -t -k/.
The pitch contours of those three are not new. They are the same pitches as three of the six, occurring on a syllable that stops short. Because they only ever appear in that environment and the six never do, the two sets are in complementary distribution — they can be merged without losing any distinction. That is why Jyutping, the standard romanisation, numbers six.
So the nine-tone count is not a claim that Cantonese makes nine pitch distinctions. It is a traditional classification that counts syllable types, not pitch contours.
Why this is a good disagreement to understand
It is a clean example of something that recurs everywhere in this field: a number that varies because the unit varies, dressed up as a number that varies because people disagree.
The same shape shows up in how many characters you need to read Chinese, where two governments publish two lists for two languages and the figures get merged. And it shows up in vocabulary size, where estimates differ threefold depending on whether the unit is a word family or a lemma.
In every case the useful question is not "which number is right" but "what is being counted".
What it means for the time estimate
The six-versus-nine convention does not change the estimate. Cantonese sits in FSI's hardest band alongside Mandarin, but a shared total cannot tell us how much of either language's difficulty comes from tone. It certainly cannot prove that tone count is irrelevant: FSI reports whole-language training schedules, not a breakdown by pronunciation, grammar, vocabulary or writing.
What the linguistic source does establish is narrower and more useful: the three entering tones do not add three new pitch contours. A learner still has to hear and produce unfamiliar contrasts and handle stopped syllables, but switching the label from six to nine does not add three independent tones to the syllabus.
The practical version: a learner has six numbered tone patterns in Jyutping and must also recognise how pitch behaves on syllables ending in /-p -t -k/. Whether a textbook groups those as six or nine changes the description, not the sounds — and the full Cantonese estimate does not move either way.
